As I have mentioned previously, there's a lot of connection between fetish and chauvinism: fetish mounting the perception that women have to dress in a certain way to be sexy, and usually the fetishistic dressing is uncomfortable and restrictive. The connection to France isn't clear - the use of maids was customary throughout Europe.
If we analyze the French maid's fantasy, it's easy to see that it's an extreme case of a rather chauvinistic fantasy where the woman is submissive, from lower class, and she has to do all the inferior works of cleaning the home. The woman is actually a servant.
But it does not stop there - the French maid is doing all these chores while she dressed very sexy and practical cloths: standing a long in high heels is not something recommend, while working with a mini-dress it's hard to conceal the panties and in general the uniform are unnatural. Anyone who ever saw a housekeeper in real life probably noticed that they usually wear faded sweats and sneakers.
French maid's fantasy is the ultimate chauvinistic fantasy - the desire for a woman that is controlled, weak, obedient, getting the house clean, and doing all this with elegance and sexiness.
